• Commissioner’s Directive (CD) 566-3 – Inmate Movement

This Commissioner’s Directive was modified as a result of the Commissioner’s Directives Standardization Project, and a commitment stemming from a Board of Investigation recommendation.

The Board of Investigation raised specific concerns about institutional staff modifying routine movement with no control mechanism to ensure a return to routine movement. In order to address this gap, revisions to the policy have been made as identified below. Sites require flexibility to modify movement when needed, but the additional policy requirements will help ensure that modified movement ends at the earliest possible time and there is a return to routine movement.

Higher level accountabilities have been included for the Assistant Commissioner, Correctional Operations and Programs, and the Regional Deputy Commissioners.

Responsibilities have been added for the Correctional Manager, Operational Desk, to provide oversight of routine movement and approve all non-routine inmate movement, and for Sector Coordinators to coordinate routine and non-routine movement.

Additionally, the Standing Order on inmate movement will now include the institution’s procedures for routine movement within or outside a unit or sector for all activities.

Specific to maximum security institutions/units, the practice of one cell per range remaining open beyond the identified changeover period is still the standard. However, depending on site infrastructure, certain maximum security institutions/units may be able to facilitate or manage more than one cell remaining open beyond the changeover period. Thus, new direction has been added to reflect that any exceptions to the standard must be approved by the Assistant Deputy Commissioner, Correctional Operations, and be reflected in the Standing Order.

Several formatting modifications have been made, as well as minor rewording to provide greater clarity.

These policy changes were developed by the Security Branch in consultation with the Strategic Policy Division as well as internal and external stakeholders.
