Why were the policies changed?

The CD was revised in response to an identified need to clarify policy direction with regard to Correctional Service of Canada’s (CSC) interception of inmate communications.

New GL 568 10 1 - Interception of Inmate Communications were created to provide operational guidance on how to apply principles and procedures outlined in the CD.

What has changed?

CD 568-10 - Interception of Inmate Communications

  • Responsibilities incumbent upon the Assistant Commissioner, Correctional Operations and Programs; the Assistant Commissioner, Corporate Services; the Regional Intelligence Coordinator; the Deputy Warden; intelligence personnel; and the Visits and Correspondence Staff were modified and/or added.
  • A new section entitled “Retention and Disposition of Intercepted Telephone Recordings” has been added.
  • Some definitions were revised and/or added in Annex A.
  • The following four tools related to the interception of inmate communications were created:
  • Interception of Inmate Communications Post Order
  • Interception of Inmate Communications Standing Order
  • Global Suppression List
  • Intercept Report Generation.

How were they developed?

The Preventive Security and Intelligence Branch, including institutional and regional security intelligence staff, developed these policies and tools in consultation with the Strategic Policy Division. Formal consultations have been held with internal and external stakeholders as well as with Inmate Committees.
