• CD 714 - COMMUNITY CORRECTIONAL CENTRE STANDARDS
• GL 714-1 - CONSULTATION GUIDELINES FOR THE ESTABLISHMENT AND/OR RELOCATION OF COMMUNITY CORRECTIONAL CENTRES

Technical amendments were made to CD 714 granting authority for implementation of GL 714-1. Paragraph 4 has been added to authorize this implementation. A cross-reference to the new Guidelines has also been added.

In addition, it is important to note that, in order to reinforce our management responsibilities, CD 714 has been revised by removing "or delegate" after the reference to the District Director under Roles and Responsibilities and Planning and Management of Emergencies.

The Consultation Guidelines 714-1 were developed as an adjunct to CD 714 - Community Correctional Centre Standards and are in response to CSC's Review Panel recommendation 68 (a) which states:

The purpose of GL 714-1 is to ensure that community consultation occurs prior to the establishment and/or relocation of a Community Correctional Centre (CCC) and that the process of site selection is transparent and open to public comments. The Guidelines provide direction on the community consultation process.

In January 2009, the CCC National Working Group was reconvened and participated in the development of the Guidelines in partnership with National Headquarters Facilities Branch and Corporate Services Sector.

Further consultation on the draft version of the Guidelines occurred with all Executive Committee members.

The Community Reintegration Branch also ensured that the following community agencies and organizations had an opportunity to review and comment on the Guidelines: Citizen Advisory Committees, Provincial Police Association members, Canadian Association of Chiefs of Police, National Associations Active in Criminal Justice, National Halfway House Association, Federation of Canadian Municipalities, National Parole Board, Federal Ombudsman for Victims of Crime, and Office of the Correctional Investigator.

All comments received were reviewed and taken into consideration in the development of the Guidelines.
