• Commissioner’s Directive (CD) 566-10 – Urinalysis Testing

An amended contract between the Correctional Service of Canada (CSC) and the laboratory responsible for the analysis of urine samples has been implemented. These changes are effective as of the dates specified below and will be incorporated into the forthcoming CD revisions.

As of November 15, 2020, the changes made to Annex B – Classes of Intoxicants, of CD 566-10 – Urinalysis Testing, were as follows:

• Fentanyl has been added to the base urinalysis panel (Group 1), and is no longer part of a pilot project.
• Volatile substances were removed from the panel of substances to be tested.
• Phencyclidine (PCP) has been removed from the base urinalysis panel (Group 1), but testing for this drug can continue to be requested as required
  (Group 3).
• Testing for gamma hydroxybutyrate (GHB) can now be requested as required (Group 5).

As of July 1, 2021, the changes made to Annex B – Classes of Intoxicants, of CD 566-10 – Urinalysis Testing, were as follows:

• Testing for Buprenorphine has been added to the base urinalysis panel for institutions (Group 1), and can be requested as required for community offices (Group 6).

Urinalysis Collectors will need to be vigilant when completing the Urinalysis Testing Chain of Custody (CSC/SCC 1065) form to ensure that the required drug tests to be performed are correctly identified using the check boxes in Section III of the form, pursuant to the revised list of intoxicants.

This policy was amended by the Preventive Security and Intelligence Branch in collaboration with the Strategic Policy Division.
