• Commissioner’s Directive (CD) 568-3 – Identification and Management of Security Threat Groups

The policy was changed in response to Board of Investigation recommendations, which identified the need to clarify policy direction. The policy was also changed to relieve some of the administrative policy requirements related to the identification of members and associates of security threat groups (STGs). These changes are effective immediately and will be incorporated in the forthcoming CD revisions.

STG affiliation information will not be entered into the Alerts, Flags and Needs screens of the Offender Management System (OMS). All available information related to current, historical, and suspected STG affiliations will be entered into the 1184-02/Affiliation screen.

• An Assessment of Affiliation with a Security Threat Group (CSC/SCC 1184-02) will be completed for all new admissions to capture information for those with an affiliation, no affiliation, a historical affiliation, or a suspected affiliation. This will ensure a record of assessment is completed for each offender.
• Following the assessment completed at admission, the Security Intelligence Officer (SIO) will complete an Assessment of Affiliation with a Security Threat Group (CSC/SCC 1184-02) when they become aware of significant new information regarding the offender’s affiliation which necessitates a change of their affiliation status. Such information could include a new admission to federal custody, an offender providing new information regarding their affiliation, and information received by the SIO through any internal or external partners.
• Unless the SIO becomes aware of new information as provided above, they will no longer be required to complete the Assessment of Affiliation with a Security Threat Group (CSC/SCC 1184-02) prior to an offender’s transfer, release, or upon parole suspension. The SIO will still consider and provide comments on an offender’s affiliation as part of the case management process related to transfers, releases, and parole suspensions.

• The form Management Plan for Offenders Identified as Key Players with a Security Threat Group (CSC/SCC 1184-04) has been rescinded. The SIO will no longer complete this form when identifying an offender as a “key player” with an STG.

• When the results of the Assessment of Affiliation with a Security Threat Group (CSC/SCC 1184-02) indicate “no offender affiliation”, there is no longer a requirement to share the completed assessment with the offender.

• Offenders can provide information related to any aspect of their STG affiliation (not only an intention to terminate). If the SIO determines that the new information is significant and necessitates a change of the offender’s affiliation status, they will follow the Assessment of Affiliation with a Security Threat Group (CSC/SCC 1184-02) process.

• If the offender does not provide significant new information related to their affiliation status (regardless of the timeframe since their last request), the Assessment of Affiliation with a Security Threat Group (CSC/SCC 1184-02) process does not have to be initiated and the SIO can simply reply to the inmate’s request indicating that there is no significant new information provided and therefore no review will take place.
