Description of Program, Policy or Program Proposal

Administrative tribunals are a fundamental component of the Government of Canada’s commitment to access to justice as matters before a tribunal can be heard and decisions rendered in a timely and efficient manner.

Increased funding to the Administrative Tribunals Support Service of Canada (ATSSC) ensures the organization can meet the current and future needs of the 11 federal tribunals it serves and Canadians seeking access to justice through those tribunals.

The funding will enable the ATSSC to provide adequate support services to the tribunals in light of legislative-driven mandate expansions as well as significant caseload increases within existing mandates. The ATSSC will also upgrade the tribunals’ digital capacity through modernized case management systems that provide access to justice for Canadians through audiovisual, video conferencing and simultaneous translation technology—in keeping with the Government’s commitment to deliver accessible digital services to Canadians.

Summary of SEA Results

In accordance with the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals (2010), a Preliminary Scan was conducted for this Proposal. The Preliminary Scan indicated that the proposal is unlikely to result in important environmental effects. Designated projects and projects arising from this proposal will be assessed as per the Canadian Environmental Assessment Act 2012 and other applicable legislation prior to decisions being made.

Linkages to the Goals of the Federal Sustainability Development Strategy

The ATSSC seeks to increase access to justice and improve its digital capacity. The organizational commitments will support the transition to a low-carbon economy through green procurement. It will create sustainable workplaces and mobilize employees on greening government in areas such as through the use of video and teleconference services to reduce greenhouse gases related to travel; digitization and use of electronic documents instead of paper, and the use/installation of energy star certified equipment.
